Digitally capture applications and automate the handling process

The IT landscape of public administrations has grown steadily over the years. At the same time, different solutions are mostly not connected with each other via an orchestrating system. Silos and missing interfaces mean that data has to be entered or retrieved manually several times. This severely limits the ability of administrative staff to act. Interdepartmental or interagency data exchange is virtually impossible. Adaptations due to changes in legislation or new editions are expensive and time-consuming. As a result, the systems are outdated and user-unfriendly.

Challenge

As a result of the COVID-19 pandemic, several Bavarian ministries urgently needed a platform for their Corona assistance programs to efficiently and quickly process grant applications from small and medium-sized businesses, parents and solo self-employed individuals, and artists:in the time of crisis.

As a rule, PDF documents had to be filled in partly by hand, scanned and sent to the application offices by e-mail. This meant long waiting times for the applicants, as the authorities also carried out checks and approvals manually.

Solution

With the Pega platform, Greenfield Technology AG succeeded in designing, implementing and putting the application and approval processes into production in the shortest possible time.

Once an application has been approved, the payment instructions are now automatically forwarded to the relevant administrators at the Free State of Bavaria and the City of Munich. Only then is a payment notification created and the applicant informed of the positive decision by e-mail.

Added value

The new application has fundamentally changed the way the Bavarian government processes applications for COVID-19 grants:

Within just a few weeks, over 300,000 applicants received financial assistance amounting to around 2.2 billion euros with the help of the efficient and secure online procedure. The data retrieval process was designed in such a way that no fraudulent loopholes were created.
